A Zweigapotheke is a branch pharmacy operated to maintain supply in an area that would otherwise be underserved. It is the ApoVWG's answer to thin coverage, and it is not a pharmacy without a pharmacist.
A Zweigapotheke is a branch operated to keep medicines available in an area where a full pharmacy is not viable. The instrument is older than the reform, and the ApoVWG widens the circumstances in which it can be used.
It is worth setting next to the thing it is constantly confused with. The December 2025 cabinet draft contained far-reaching provisions on pharmacies operating without a pharmacist present, and those provisions did not survive into the statute. What the reform actually offers for thin coverage is the Zweigapotheke, and a Zweigapotheke is still a pharmacy in the ordinary sense.
That distinction is the practical one. The debate that ran under the heading Telepharmazie was about removing the pharmacist. The Zweigapotheke keeps pharmaceutical supervision and changes the economics of maintaining a site.
For a group already running a Hauptapotheke with Filialapotheken, the reform therefore reads as an option on coverage rather than on staffing. It may make a location workable that previously was not. It does not reduce the number of pharmacists a group needs.
There is a diagnostics angle worth noting for anyone modelling it. The conditions attached to the venöse Blutentnahme apply per site and per person: a suitable private room, written Standardarbeitsanweisungen, notification of the state authority, and a trained pharmacist actually present. A branch site inherits none of those from the main pharmacy.
Whether a Zweigapotheke can be operated in a specific location is decided by the competent state authority on the individual case, so the Landesapothekerkammer is the right first call rather than a general reading of the Apothekenreform.
